The Beecher Village Board on Monday, December 22, 2025, voted unanimously to approve a Community Benefit Agreement with Sparrow Property Management, LLC, regarding a new solar energy facility.
The agreement outlines the relationship between the village and the solar developer, whose project is located within 1.5 miles of the village’s corporate limits. As part of the deal, the company will provide a one-time “Community Donation” of $100,000 to the village.
Trustee Jessica Smith made the motion to approve the agreement. During the discussion, it was noted that the language in the agreement had been adjusted regarding how the donation could be spent.
“We put some language in the document so that the $100,000 payment, if made, could be used for public safety projects, park improvement projects, and/or public works projects,” the village attorney explained during the meeting. “It gives a lot of leeway based upon the timing of the payment.”
Under the terms of the agreement, the village agrees not to object to Will County granting special use permits or variances required for the construction of the facility. In return, the company agreed to covenants regarding municipal boundaries. Specifically, the company agreed not to petition or consent to the annexation of any real property owned by the company south of Offner Road to the Village of Crete.
The agreement notes that the solar facility will have a nameplate generating capacity of up to 260 megawatts.
