Village of Beecher Meeting | January 26, 2026

Article Summary: The Beecher Village Board has updated its building and safety regulations by adopting the 2021 International Code series. The new ordinance, which includes specific local amendments regarding solar facilities and fire safety, follows a year-long review process and takes effect in March.

Construction Code Ordinance Key Points:

  • Code Adoption: The village adopted the 2021 versions of the International Building, Residential, Fire, Mechanical, and Property Maintenance Codes, replacing older regulations.

  • Solar & Battery Safety: New amendments specifically address access, signage, and water supply requirements for solar facilities and lithium-ion energy storage systems to aid firefighting operations.

  • Fire Safety: The ordinance updates requirements for fire lanes, apparatus access roads, and truss construction emblems on commercial buildings.

  • Effective Date: The new regulations will officially go into effect on March 1, 2026.

The Beecher Village Board of Trustees on Monday, January 26, 2026, voted unanimously to approve Ordinance 1448, comprehensively updating the village’s construction and safety regulations.

The ordinance adopts the 2021 suite of International Codes, including the International Building Code, International Residential Code, and International Fire Code. These regulations govern how structures are built and maintained within the village. The new rules also incorporate the 2020 National Electrical Code and the current Illinois Plumbing Code.

Trustee Roger Stacey, Chair of the Planning, Building, and Zoning Committee, presented the motion. He noted the complexity of the project, stating that the review had been a “very, very lengthy process,” taking over a year to complete.

“Even at the very end, we almost thought we had it and then there was one or two little teeny things,” Stacey said during the meeting.

The ordinance includes numerous local amendments tailored to Beecher’s specific needs. Significant additions focus on modern technology, particularly regarding solar energy and energy storage. The new code requires specific fire access lanes, emergency disconnects (Knox switches), and water supply standards for lithium-ion energy storage systems exceeding a certain capacity.

Other amendments address residential safety, such as requiring gas curbs in garages and specific fire resistance ratings for walls separating garages from living spaces. The code also outlines strict requirements for fire apparatus access roads, including load capacities of 80,000 pounds and specific turning radiuses to accommodate emergency vehicles.

The board noted that the March 1, 2026, effective date allows the village to provide the required 30-day notice to the Illinois Capital Development Board regarding the code changes.
