Thirsty Turtle Variance: The Board unanimously approved Ordinance #1453, granting a zoning variance for the property located at 747 Penfield Street, home to the Thirsty Turtle. The variance provides relief from the required rear yard setback provisions in the B-1 commercial district. Trustee Roger Stacey explained that the business is demolishing one building and constructing an addition, requiring them to build closer to the rear property line than the standard 30-foot clearance allows. Stacey noted that the variance aligns with the area’s existing footprint, as “nothing else on the block conforms to that anyway.”
Water System Infrastructure Code Amendment: Trustees approved Ordinance #1454, which amends Section 12-3-1-(A) of the Village Code pertaining to water system infrastructure repair and replacement. Trustee Erik Gardner explained that the amendment features a slight language revision to explicitly allow the Village to properly maintain and replace valves and related water infrastructure.
Audit Cleanup and Interfund Transfers: To prepare for the annual audit, the Board approved two non-cash interfund transfers to close out “due-from” balances owed to the CESFA fund. The Board authorized transferring $62,729.00 from the General Fund and $186,133.17 from the Water Fund. Village staff explained that an October 2024 ordinance amending the Public Works CESFA fund inadvertently left these balances open on the ledger. While the Village was continuing to make payments under a different structure, the transfers were required to cleanly zero out the balances for the auditors.
Police Department Supplemental Appropriation: The Board approved Ordinance #1451, a supplemental appropriation that amends the previously adopted Appropriation Ordinance #1421. The measure transfers $22,000 to complete the final purchasing steps for the new police department facility.
Park and Athletic Facility Fees: Without discussion, the Board unanimously approved Resolution #2026-04, which officially amends the Village of Beecher Park and Athletic Facility Fee Schedule.
Financial Disbursements: The Board approved the monthly Treasurer’s Report, which highlighted March month-end totals of $5,546,932.30 for Village accounts and $227,791.39 for Commission accounts, resulting in a combined total of $5,774,723.69. The Board also unanimously approved the current list of bills in the amount of $82,951.53.
